Blue Badge Update for PIP Claimants Moving to Adult Disability Payment (ADP) in Scotland
Nearly 80,300 people in Scotland will see their Personal Independence Payment (PIP) awards transferred to Adult Disability Payment (ADP) this spring. By the end of 2025, everyone in Scotland on PIP or Disability Living Allowance (DLA) will move to Social Security Scotland’s system — replacing the Department for Work and Pensions (DWP).
What This Means for Blue Badge Holders
If you hold a Blue Badge, don’t worry — nothing changes for you in how you qualify or use it. However, after your PIP transfers to ADP, you will get important documents that prove your eligibility for Blue Badge and other benefits.
What Letters Will You Receive?
About one week after your transfer, you’ll receive three letters:
- Certificate of Entitlement – Used to:
- Apply for a Blue Badge.
- Claim a Vehicle Tax Exemption.
- Access Motability Scheme to lease an accessible vehicle or equipment.
- Letter confirming completion of transfer and award details.
- Letter outlining extra benefits you may now qualify for under ADP.
The certificate of entitlement will show:
- Your mobility award rate.
- The number of points you scored for the two PIP/ADP mobility activities:
- Planning and following a journey.
- Moving around.
Note: To lease an accessible vehicle, you must have at least 12 months left on your ADP award.
What Happens to Motability Scheme Leases?
If you already lease a car through the Motability Scheme, you don’t need to do anything. The scheme continues under the same terms, but it will now be called the Accessible Vehicles and Equipment Scheme in Scotland.
When Your Lease Ends:
- You’ll renew your lease in the same way, but through the Scottish system.
- The range of vehicles and equipment remains the same, including:
- Cars
- Scooters
- Powered wheelchairs
- Adapted vehicles
Motability Operations Ltd will continue as the authorised provider for the scheme in Scotland.

How to Apply for the Motability/Accessible Vehicles Scheme
To apply, you must:
- Receive higher rate mobility of Child Disability Payment or enhanced rate mobility of ADP.
- Be 16 or over and able to manage your payments.
Applying on Someone’s Behalf:
You can also apply if you are:
- A parent or guardian of a child receiving higher rate mobility of Child Disability Payment.
- An appointee for someone receiving Child Disability Payment or ADP.
Steps to Apply:
- Visit the Motability website.
- Choose a vehicle and find a dealership.
- Bring your certificate of entitlement when visiting the dealership — this proves your eligibility.
