Education Where Possible, Enforcement Where Necessary
A fair, proportionate model that protects the scheme without criminalising misunderstanding. Our four-step process supports consistent case handling.
Review
We independently review the circumstances of the alleged offence, the available evidence and any vulnerability indicators to determine whether education may be appropriate.
Engage
We send clear, accessible correspondence explaining the alleged offence and the available options. We avoid unnecessary jargon and provide multiple ways to make contact.
Educate
Where the offence is admitted, and the course is considered appropriate, an awareness course may be offered under the Local Authority’s discretionary powers. The course is online, accessible and designed to prevent repeat misuse.
Resolve or Escalate
Where the course is completed, the case is returned with a full audit trail. Where the course is refused or not completed, the evidential pack is returned to the Local Authority for prosecution consideration.
Supporting Local Authorities in Managing Blue Badge Offences
Once a local authority has identified an alleged offender and gathered supporting evidence, they may choose to refer the matter to us. We provide a structured educational alternative designed to promote understanding and correct future use of the Blue Badge scheme.
