NOT FINE I was slapped with THREE parking fines despite having my blue badge on display – I’ve never had to cough up fees before

Daniel Spencer, an 83-year-old pensioner, received three parking fines totaling £200 despite displaying his Blue Badge while parking near Bolton Market. Historically, Blue Badge holders could park for free in this area. However, in August, a new parking meter was installed, requiring all drivers, including those with Blue Badges, to pay for parking. This change was not clearly communicated, leading to confusion among drivers like Mr. Spencer. Bolton Council acknowledged receiving similar complaints and clarified that while free parking for Blue Badge holders is available in other parts of the town center, the Ashburner Street car park, managed by NCP, requires payment from all users. NCP confirmed that Blue Badge holders must pay for parking at this location but can use designated disabled bays if their badge is displayed.
